The Vice President of Programs & Impact plays a central role in ensuring that Tucson IDA and Groundswell Capital’s initiatives across economic development, small business lending, affordable housing, and climate finance are effectively designed, implemented, and evaluated. This leader will build the systems and processes necessary to ensure that programs operate with clarity, accountability, and measurable outcomes.

Accounting & Finance Associate
Tucson IDA and Groundswell Capital is looking for a Accounting & Finance Associate to strengthen our internal financial infrastructure and support two closely related organizations.
If you’re a mission-oriented accounting and finance professional who cares deeply about community development, equitable access to capital, and public-purpose finance — this role is for you. You’ll work directly with the Director of Finance and cross-organizational teams to strengthen internal financial systems, support compliance and reporting, manage loan and bond funds, and help ensure the sustainability of transformational investments that benefit Tucson, Southern Arizona, and beyond.

Loan Fund Director
Tucson IDA and Groundswell Capital is looking for a Loan Fund Director to steer our direct lending programs to forward the organization’s mission of equitable, innovative and sustainable economic development.
If you’re a mission‑oriented finance leader passionate about community development, equitable access to capital, and innovative loan solutions — this role is for you. You’ll lead strategy and operations for our loan fund, working directly with developers, mission‑driven entrepreneurs, municipalities, and partners to structure flexible capital, underwrite high‑impact projects, build a strong deal pipeline, and support transformational investments that advance thriving communities across Tucson and Arizona.
